Jesse’s practice focuses on international trade and investment, customs, and commodity taxation.

He offers strategic advice to Canadian and global clients on international trade law, including:

  • trade remedies
  • free trade agreements, trade policy, and trade negotiations
  • WTO disputes
  • customs compliance
  • customs/commodity tax planning
  • cross-border commodity taxation
  • trade and border security
  • cross-border product and digital regulatory compliance

Jesse is counsel of record in more than 130 trade remedy matters and lead counsel in numerous high-profile international trade and customs cases litigated before Canadian courts and tribunals.

He has been at the forefront of international trade issues affecting businesses and governments in Asia for more than 20 years, and advises global clients on trade policy, market access, and trade compliance matters. He regularly appears before the Canadian International Trade Tribunal, the Federal Court of Canada, and the Federal Court of Appeal.

Jesse has served as Chair of the International Trade Committee of the Inter-Pacific Bar Association (IPBA) since 2017. He is a Canadian delegate to the International Chamber of Commerce (ICC) Commission on Customs and Trade Facilitation and the Business Investment Advisory Committee (BIAC) China Task Force Working Group.

  • Rio Tinto Alcan – Lead counsel on silicon metal anti-dumping investigation involving seven countries. Obtained “no injury” finding.
  • Novatex/ Gatron Industries – Lead counsel on PET resin anti-dumping and subsidy investigations. Obtained “no injury” finding.
  • Fluor Canada Ltd. – Lead counsel in Federal Court of Appeal judicial review of CITT decision respecting fabricated industrial steel components. Decision pending.
